I. The Problem:
Project 2025 is a Threat to America
Project 2025 is a 900 page proposal by the Heritage Foundation that would make sweeping changes to U.S. government policies, programs, and funding. The detailed plan would concentrate federal power in the White House by gutting checks and balances and weaponizing the administrative state.
Project 2025 is a Threat to Local Communities
Project 2025 would have dramatic negative impacts on many local communities across the U.S., including families, women, immigrants, people of color, and LGBTQIA+ communities. Project 2025 would threaten the safety and health of millions of Americans by slashing funding to the Environmental Protection Agency (EPA) and other critical federal government agencies and programs.
II. The Solution:
Local Communities Must Respond Now
We can focus public attention on the threat of Project 2025 by calling on city and county governments to take immediate action. Local governments must quickly and publicly evaluate the threats that Project 2025 poses to local services and communities. By driving local attention and media coverage, we can sound the alarm and focus all of America on the danger of Project 2025.
Demand Local Government Action
We need our local city councils and county boards of supervisors to take the following steps immediately:
- Launch Emergency Task Forces on Project 2025.
- Hold public hearings on Project 2025 — with strong media coverage.
- Investigate the impacts of Project 2025 on local services and how Project 2025 will harm our communities.
- Issue formal city and county reports on the dangers posed by Project 2025.
- Pass city and county resolutions that criticize and oppose Project 2025.
Move Quickly: 90 Days of Action
Together, we can bring this campaign to a fever pitch in the next 90 days. Communities should get organized quickly and push local governments to investigate and publicly report on the exact threats that Project 2025 would pose to government services and to our communities.
Has This Been Done Before?
Yes. In 2002, Freedom Forward’s executive director Sunjeev Bery helped launch a nationwide campaign to oppose the Patriot Act, the surveillance bill signed into law by President George W. Bush after the September 11th attacks. As an organizer with the ACLU of Northern California, Bery helped community activists successfully pass over 50 city council and county board resolutions that criticized the Patriot Act and called for reforms. Nationwide, hundreds of cities and counties took action, which massive media coverage and helped Members of Congress introduce legislation to reform the Patriot Act. Today, we can launch a similar campaign to stop Project 2025.

- Keep it nonpartisan:
- Many local nonprofit organizations can’t get involved in partisan politics or election activity (including us!).
- However, all nonprofit organizations can oppose Project 2025 — since it is a proposal of the Heritage Foundation (which is also a nonprofit organization).
- Freedom Forward is a 501(c)(3) nonprofit project and we can promote your Stop Project 2025 campaign if it is nonpartisan.
- Take action:
- Urge your city and county governments to pass the draft resolution.
- Urge your city and county governments to establish Project 2025 Emergency Task Forces.
- Hold public hearings, give public feedback, and drive local media coverage so the public knows about the Project 2025 threat.
- Push your city and county governments to issue formal statements and reports on the threat posed by Project 2025 to local services and communities.
By focusing the American public on Project 2025, we can make sure that this terrible idea from the Heritage Foundation never becomes reality.
